I think a helmet/head protection should be added to the body armor so as to give incentive to actually use it once in a while. There's no point in wasting a valuable buy point on something that will completely fail to protect you against a victom's lucky insta-kill panic shot. CSS's armor gives
some
head protection, so this is not at all an unreasonable idea.
