If you and fellow innocents are surrounded by sniping traitors, you need to use tactics to escape, but if you type them in normal chat, the traitors will see them and get ready.

Local chat kicks in, this is a "toggle" to text/voice chat that allows only people up to a x radious from you to hear/read what you say/write.
