I've been trying to get the SVN version but I don't know the username or password.
I can't update without it.
I'm using the link provided. http://facepunch.svn.beanstalkapp.com/gmodgame/trunk/gamemodes/terrortown/

There isn't one for read-only access. It will sometimes ask for one for no apparent reason. I can't do anything about it and garry is unlikely to care.

So how do we download from the SVN if it's asking for a password

I don't know. Try again at a different time. Nothing has changed about the configuration of the svn between now and yesterday, so chances are it will resolve itself.
PS. It would be more helpful to nag garry about this than myself. I can't do anything about it, and garry might, seeing as he's the one paying for the SVN hosting.

Found the problem with the svn link.
it has it as https://facepunch.svn.beanstalkapp.com/gmodgame/trunk/ however if you change it to http://facepunch.svn.beanstalkapp.com/gmodgame/trunk/ it works fine. (changing https:// to http://)

Works HALF the time. The issue is Serverside, not on the client.

I might build a php system that plucks the latest rev from the Svn and packs it into a ZIP. Does anyone think this would be useful?

I've considered doing that myself in the past, so by all means.
