I have a serious issue with Trouble in Terrorist Town. You know how mics cut off to stop buffer overflows, or whatever? Well, I'm assuming it's an error there, because after the 30 seconds, nothing happens, and mics cut off. I've have tried setting the preptime cvar to 1, I've tried changing the map, and even restarting the server.
The weird thing? It all started AFTER Garry rolled back from the update. I've tried this with 280410 AND 240140, and they both produce the same results. If you want me to recreate this, Merely ask me, and I can start up my server and provide the IP.

Anything in the server console?
I know there are servers running it fine with the current (rolled back) gmod version.

Nothing, It all looks normal in the console. It displays the starting messages, then the round state, then nothing.

What is the last thing it shows?
What's in your server config?

Last thing it shows is round state, and the only TTT commands I have in are...
ttt_round_limit 6
ttt_postround_dm 1
ttt_no_nade_throw_during_prep 1

It only shows the round state (I assume you mean the "Round state: X" text) on the client's console, not the server's console. Any relevant Lua errors would be in the server console.

Lua Error: Timer Error: terrortown/gamemode/init.lua:670: bad argument #1 to 'insert' (table expected, got nil)
Got that right before the round SHOULD have started, and got at the start of the prep
Lua Error: ERROR: GAMEMODE:'PlayerInitialSpawn' Failed: terrortown\gamemode\player.lua:30: attempt to call method 'SetCanZoom' (a nil value)

I'm not sure it has rolled back properly on the server. Especially the second issue, as
SetCanZoom
is a standard Gmod function and should really exist (the error says it doesn't).
I assume you've updated gmod on the server after the rollback happened, so that probably wouldn't do anything. Reinstalling gmod would be a pretty surefire way of fixing it, but I'm not sure if that's an option for you.

Are there any other possible fixes for it, other than reinstalling?

One thing you could try is removing, or just renaming, certain directories on the server and then updating gmod. This will force it to redownload those bits, essentially reinstalling them but with much less time and effort.
Doing this to the /lua/ and /gamemodes/ directories will effectively reinstall all the Lua scripts that come with gmod, which would be the first thing I'd try. Doing the same with /bin/ is also worth a shot.

Didn't work. Couldn't rename Lua or bin, nor could I delete them. I deleted all I could in Lua, and I couldn't delete anything in Bin.

Should I reinstall GMod?

Yeah, although that might prove difficult if you can't remove the current gmod files.

I'll contact my hoster, and see if I can get a full reinstall.
