I think making the water insta-kill would be bad. Like what if your walking and you see the water and you step an inch to far, or your walking backwards down the steps, or it just comes through the floor out of nowhere and kills you (which i think would be the biggest problem).
Make health go down really fast. And with the water going through the floor being insta-kill wouldnt be fair.

How about making more than one spot for the Traitors to C4 the pipes so to speak, with each additional burst resulting in a higher level of water? If the water does deal damage it should be relatively small (Or even ridiculously small, like 0.01, but doubling w/ forgiveness, so for the first few seconds it deals no damage, then starts to rape you), and the poison damage type (Only problem is the screen fuck that type does :P), so getting stuck in a bad spot won't completely fuck you over, as getting out will see some of your health back.
Other random ideas, uhm, how about that genny being interactive somehow. Like having the genny toggle-able turning on/off indoor lighting or some such. And when the water reaches the genny have it explode, permanently killing indoor lighting.
Also, add a melon in with the heli-mines, because every map needs melons.

I was thinking of this earlier, like depending on where the C4 is blown the water will only go up so high, then if it's blown somewhere else it will go higher.

People can jump down and survive the fall to the bottom with no water just to let you know. Although not sure how.

Put a kill brush on the bottom of the canyon floor. If not, people slip down there and camp the whole round.

a lot
quicker and give it a kill brush or leeches or something so it's lethal and people can just swim around in it.
It would be best if it could be fake water or something, so stuff doesn't float and cause tremendous lag, but oh well.
