I am looking for the file in which calls the weapons to be spawned before the players, but I'm looking for the actual weapon names that get called.

I thought it would be ent_replace.lua, line(s) 70-80.

But modifying it doesn't change what is spawned in-game.

The entity names in the rearm scripts are what gets spawned. The game does not process those further, so you could spawn npc_citizen from a rearm script for all the game cares. Maps made for TTT without a rearm script on the other hand would either need new code to replace the entities before they are spawned, or you would have to use entspy to modify the entity names inside the .bsp.
