I thought it would be in the shared,init,cl_init.lua but i cant seem to find it anywhere. I would like to change the minutes until next map. Pretty sure it is something like 75 minutes by default. Any info on this would be appreciated!.

hmm the cvar worked, i changed it to 45 minutes but if the time runs out before the total number of rounds is reached it doesnt go to the map vote after. The screen tints black like during a map vote for 3 seconds, then picks a random map. Does anyone else have this problem or know a fix for it?

Are you just using Fretta voting?  If so, how do you have the TTT voting convars set up?

So when you try it; you have map voting only, a vote time of 30 seconds, and the time limit of 45 minutes (and a round limit of 8, but you're not hitting that).  Did this problem occur multiple times?  If so, was it all in one go, or did you have any server restarts between the occurrences?

I don't see anything wrong with your settings; it's not like you have fretta_voting set to 0 or ttt_always_use_mapcycle set to 1.  I'm sorry I'm not so helpful, but the best things I can think of are trying it again (restarting as well), adding fretta_voting 1, and trying it with the vote time commented out.  I really don't know.

On a side note, a server that I frequent had a problem kind of like this in the past.  If the server was just left alone, the time limit would keep ticking until 2 people joined, then they could play a round.  After that round, the server would seemingly switch maps, but you would not be able to load.  It would last forever.  This is because the server would go down and then come back up on the same map (as in same map every time; I think it was the default map).  I think the problem here was the voting system.  Players were supposed to vote before the last round at some point I think, or at least a certain time into the game, and since no one was in when the vote happened, it didn't select a new map.  Then, when the timer runs down, it let you play a round before a forced switch.  I don't know how the map voting system ticked, but that's just my guess.

Perhaps the timer does not work properly for votes period?  It says it does on the "settings" page of the TTT website, but come to think of it, I don't think I've ever seen it do anything but a mapcycle.

Well i did one restart to make the new cvar work, and the problem only happened once then i switched it back to 75 minutes. Maybe it was a one time problem?
