For example, if it starts disabled and is enabled.  It will still be enabled next round and will have not reset it'sself like all other entities.

GMod's map resetting functionality (game.CleanUpMap) is all kinds of broken. For example, it removes parented func_brushes completely by default and breaks ropes horribly. I have implemented workarounds where possible for that kind of thing.

This is most likely a case of that same brokenness. If you make a small test map that demonstrates the issue, so that it is very quick and easy for me to test, then I can see if I can implement a workaround for this as well. I can't guarantee anything, though.

If you use the ttt_map_settings entity, you can fire the Disable output with RoundPreparation.
