I disagree, "Disable" or "Disassemble" could imply that it could be re-enabled, or re-assembled. Destroy is pretty damned clear to me, although if people think it's confusing BKU could just changed it to "Destroy C4".

Therefore, every sign should be replaced with my name.

I've seen detectives use it, mostly on small maps where C4 poses more of a threat.

The fact that he mentioned it's free makes me believe that phoenix may have had a part in BKU obtaining this server.
